Have you seen the 'Tagbar' as this might do what you want it to do? If you go to Configuration / Tags and then tick the 'Show on Tag Bar' then each entry on the new toolbar gets a keyboard shortcut, i.e. pressing ALT - 1 will tag your current message without whatever you have assigned to the first button, and so on.

Is that ok?
