TagActions on Send- Set/Unset Don't work

The Set/Unset tag actions don't work on new email.

I can understand why copy and move don't work, in that they would try to save the email or some other funny thing, but the set/ unset actions seem pretty save to trigger.

Some of the unfinished ones might also be reasonable on 'send'.

OR- at least mention TagActions only work on inbound or existing emails, not new / outbound ones.
